EFF, Contralesa push for Section 25 amendment

The Economic Freedom Fighters (EFF) and the Congress of Traditional Leaders of South Africa (Contralesa) say they’re in agreement that Section 25 of the Constitution, which deals with right of property ownership, should be amended.

This as Parliament’s Constitutional Review Committee is holding countrywide public hearings into whether the Section should be amended.

However, King of Amazulu Goodwill Zwelithini has said government should back off from the land issue.

The King strongly warned those suggesting that he lose his land and vowed to take the Ingonyama Trust issue to the Constitutional Court if the need arises.

During a joint media briefing in Braamfontein, Johannesburg, the EFF and Contralesa emphasised their view that the State should be the custodian of expropriated land.

Contralesa Secretary-General Zolani Mkiva says: “We do not buy into the narrative that Section 25, as it currently stands with the market value being at the centre of its compensation regime, can be a vehicle for a meaningful land redistribution programme. Contralesa and the EFF further agree that the state shall be the overall custodian of all SA land. We also agree that the land, which currently falls under the custodianship of traditional leaders, will continue to be held as such subject to the primary ownership on the state on behalf of the people.”

DA, EFF welcome Dr Manamela’s resignation

The Democratic Alliance (DA) says former Gauteng Mental Health Director Makgabo Manamela must face criminal charges for her role in the Life Esidimeni tragedy.

The party’s Gauteng Health Shadow MEC Jack Bloom says her resignation is not surprising as she would have been fired anyway after the conclusion of her disciplinary proceedings.

Manamela has been on suspension facing charges of gross misconduct for her role in the deaths of at least 143 mentally-ill patients.

Bloom says justice has not been served by her resigning. “I think that is a good thing that she has resigned because she was still being paid well while on suspension but of course she should also be charged along with other officials and the former MEC for health for her role in the Esidimeni disaster. I think she saw the writing on the wall, she was going to get fired and now the department can hire a new person in charge of the mental health which is vitally important.”

Meanwhile the Economic Freedom Fighters (EFF) has welcomed the resignation.

“We are elated when incompetent individuals resign on their own but the resignation is not enough and this is an issue that we are going to take on. We know that the State of the Province Address is coming up next month and we are preparing for that in terms of what we think the government should be doing better. This department, health was given an increase of R1.2 billion, what is happening with all that money? So the government is essentially incompetent. So we are happy that that lady has left, the HOD should leave, the MEC is gone already and there are many others that should follow,” says Acting EFF Gauteng chairperson, Mandisa Mashego.

Manamela’s resignation comes a day after that of the Head of the Gauteng Health Department, Dr Barney Selebano.

At least 140 mentally ill patients died after they were transferred to unlicensed and ill-equipped Non-Governmental Organisations. This after the Gauteng Health Department terminated its contract with Life Esidimeni in order to cut costs.
